- Brown the beef
- Heat olive oil in a heavy pot.
- Season beef with salt and pepper, then brown on all sides. Remove and set aside.

- In the same pot, cook onion, garlic, and bell pepper until soft.
- Stir in cumin, oregano, and bay leaves.
- Build the stew
- Add tomato sauce, diced tomatoes, sherry, vinegar, olives, and capers.
- Return beef to the pot and add enough water or broth to cover.
- Simmer low and slow
- Cover and simmer for 1Β½ to 2 hours until beef is tender.
- Add potatoes and cook another 30 minutes until soft.
- Serve
- Ladle over white rice or serve with crusty Cuban bread.
- Garnish with fresh cilantro if desired.
