Prepare the filling: Sauté onion and carrot in olive oil. Add tomato, herbs, and oregano. Stir in rice, wine, passata, lemon zest, salt, and pepper. Cook briefly and let cool.
Stuff the calamari: Fill each tube halfway with the rice mixture (it expands while cooking). Seal with toothpicks.
Bake: Place stuffed calamari in a greased baking dish. Pour over a mix of passata and water. Drizzle with olive oil. Cover and bake at 350°F (180°C) for 30 minutes, then uncover and bake 15 more minutes.
Serve: Spoon sauce over the calamari and garnish with fresh herbs. Serve with lemon wedges and crusty bread.
