- 1 cup white wine
- 1 cup water
- 2 sprigs fresh parsley
- Pinch of paprika, salt, and black pepper

- Heat olive oil in a stockpot over medium-high heat.
- Dust beef with flour, then brown it with garlic, bay leaves, and pepper.
- Add onion, bell pepper, carrot, and paprika; cook until softened.
- Stir in tomato, wine, water, and parsley. Cover and simmer for 30 minutes.
- Add potatoes and green beans; cook until fork-tender (about 45 minutes).
- Serve hot—ideally over a bed of white rice or with crusty bread for dipping.
