Preheat oven to 350°F (175°C).
Layer the pot: Place garlic head in the center, surround with pancetta. Add a layer of beef and veal shank. Sprinkle half the onion and half the allspice. Repeat with remaining meat, onion, and allspice.
Top with fat: Dot butter and pig fat over the meat.
Add liquids: Pour water and wine over everything. Sprinkle with salt.
Cover tightly with foil or a lid.
Bake for 2½ hours, then uncover and bake for another 30 minutes to caramelize.
Serve hot with potatoes, rice, or crusty bread.
